Electronic invoicing — structured digital invoices in machine-readable formats like EN 16931 — is becoming mandatory across the European Union. Unlike a PDF invoice sent by email, a structured e-invoice contains data fields that can be processed automatically by both sender and receiver accounting systems. The EU's mandate aims to reduce VAT fraud, lower administrative costs, and modernize business-to-business transactions.

The mandate is rolling out country by country, with B2G (business to government) typically mandatory first, followed by large B2B transactions, and finally smaller businesses and freelancers. Understanding your country's specific timeline is essential for compliance planning.

Country Timelines You Need to Know

Italy has been the EU's e-invoicing pioneer, with mandatory B2B and B2C e-invoicing via the SDI platform since 2019. France rolled out its B2G mandate years ago and has been expanding to B2B in waves through 2026, with large enterprises already obligated and mid-sized companies coming into scope this year. Germany launched its B2G mandate in 2020 and is implementing B2B requirements from 2025 through 2027 based on company size.

Belgium, Romania, Poland, and Spain have announced or are actively implementing their own mandates on varying timelines. Even if your country hasn't yet mandated e-invoicing for your business size, customers in mandated categories may require compliant invoices from you as a condition of payment.

The EN 16931 Standard and Peppol

The EU's e-invoicing standard is EN 16931, which defines the semantic data model for an electronic invoice. Peppol (Pan-European Public Procurement On-Line) is the most widely used transmission network, particularly for B2G and cross-border B2B. To send Peppol invoices, you access the network through an accredited access point provider.

Many modern invoicing platforms have integrated EN 16931 and Peppol support. Check whether your invoicing tool supports structured e-invoice export and transmission, and confirm which formats your key clients require.

Practical Steps to Prepare Now

Start by determining your mandatory compliance date based on your country, company size, and the countries where your key clients are located. Then audit your invoicing workflow: does your current software generate EN 16931-compliant XML? Do you have a Peppol access point if required? Are your client records complete with the VAT numbers and electronic addresses needed for e-invoice routing?

Even if your mandatory date is 18 months away, early adoption has advantages. E-invoicing reduces processing time, speeds payment, and eliminates paper handling costs. Many large clients are already requesting structured invoices voluntarily.

Freelancer-Specific Considerations

Freelancers billing large corporations and public sector clients are most immediately affected, since these clients often require compliant e-invoices now regardless of your legal obligations. Small B2B freelancers billing other small businesses typically have more time, but building compliant invoicing habits early is far easier than retrofitting systems under deadline pressure.
