EU Grants and Subsidies Available to Freelancers in 2026
EU freelancers and solopreneurs have access to more grants and subsidies than most realise. Here is an overview of what is available and how to find programmes in your country.
The Funding Landscape Most Freelancers Overlook
The European Union and its member states allocate billions annually to support small businesses and self-employed individuals. Yet most freelancers never apply for any of it, either because they assume grants are only for larger businesses, lack information about what programmes exist, or find the application processes intimidating. All three assumptions are addressable with the right information.
EU grants and subsidies for freelancers fall into several categories: digital transformation support, professional development funding, innovation grants, green transition subsidies, and social economy programmes. Eligibility depends on your country of residence, business structure, activity type, and in some cases income level or years in business.
EU-Level Programmes Worth Knowing
The European Social Fund (ESF+) funds professional training and upskilling programmes in all member states, often at no cost or significantly subsidised rates. These are typically administered by national or regional agencies rather than applied for directly at EU level. Horizon Europe includes funding streams for freelance innovators contributing to research and development projects. The COSME programme (now embedded within the Single Market Programme) provides loan guarantees that help self-employed individuals access bank financing on better terms.
The EU's SME Fund offers grant vouchers for trademark registration and design protection — relevant for freelancers building their own intellectual property. Applications are straightforward and the grant values are modest but real. Track any grant income separately in your financial dashboard to understand its contribution to your annual revenue.
National and Regional Programmes by Country
Member state-level programmes are often more accessible than EU-level funding. Germany's EXIST programme supports self-employed innovators. France's ACRE scheme provides social contribution relief for new self-employed individuals in their first three years. Spain's Tarifa Plana reduces social security contributions for new autónomos. The Netherlands offers WBSO tax credits for freelancers engaged in R&D activities. Ireland's LEO (Local Enterprise Office) network provides grants, training, and mentoring specifically for sole traders and micro-businesses.
Regional development funds are particularly active in less-developed EU regions, where support for self-employment is a priority. If you are based in a less-wealthy region or recently relocated, your regional enterprise agency may have programmes specifically for new self-employed businesses.
Finding and Applying for Funding
The EU's SME Information Portal and your national enterprise agency website are the best starting points for current programmes. Search specifically for "self-employed," "freelancer," "solopreneur," and "micro-enterprise" in addition to "SME." Many programmes have simple online applications. Match your application language to the stated objectives of the programme — funders want to see clear alignment between what they are trying to achieve and what you are doing. Update your professional profile with your skills and certifications before applying, as many programmes request a professional CV alongside the application form.
