Why PDF Invoices Are No Longer Enough

A PDF invoice looks professional and has served freelancers well for years. But as EU member states roll out electronic invoicing mandates, PDF-only invoicing is becoming legally insufficient for B2B transactions in an increasing number of countries. The requirement is not just for digital delivery — it is for machine-readable structured data that tax authorities and accounting systems can process automatically.

Understanding the available formats helps freelancers choose the right solution and avoid compliance gaps with VAT-registered business clients.

UBL: Universal Business Language

UBL (OASIS Universal Business Language) is an XML-based standard widely used across Scandinavia and the UK via the PEPPOL network. If you invoice public sector clients in the EU or work with Nordic businesses, UBL is likely the required format. PEPPOL — the Pan-European Public Procurement On-Line network — uses UBL as its primary invoice format and is the infrastructure underlying B2G e-invoicing in most EU countries.

UBL invoices are pure XML files with no human-readable component. Most accounting platforms can generate UBL output; check whether your invoicing tool supports PEPPOL-compliant UBL export.

CII: Cross-Industry Invoice

CII (UN/CEFACT Cross-Industry Invoice) is the other major XML format used in EU e-invoicing. France's Factur-X and Germany's ZUGFeRD both use CII as their XML component. Like UBL, CII is machine-readable XML. The key difference is that CII is often embedded within a PDF container (the hybrid approach) rather than delivered as a standalone file.

ZUGFeRD and Factur-X: The Hybrid Approach

ZUGFeRD (Zentraler User Guide des Forums elektronische Rechnung Deutschland) is Germany's hybrid format: a PDF file with an embedded CII XML file. The PDF provides the human-readable invoice; the embedded XML provides the machine-readable data. France's Factur-X is technically identical, developed in parallel and now harmonized with ZUGFeRD version 2.x.

For freelancers, ZUGFeRD/Factur-X is often the most practical transition from PDF-only invoicing because it requires no change to the client's experience — they still receive and can view a PDF — while embedding the structured data that satisfies compliance requirements. Verify your invoicing system supports ZUGFeRD export if you invoice German or French businesses.

Choosing the Right Format for Your Client Base

For public sector clients across the EU: use PEPPOL UBL. For German B2B clients: ZUGFeRD 2.x. For French B2B clients: Factur-X. For multi-country portfolios: choose an invoicing platform that supports multiple format exports. Track which clients require which formats in your client management system to avoid sending the wrong format and delaying payment.
